On April 7, another round of electronic auctions for the transfer of state agricultural land for sublease was held in the Prozorro.Sale system. According to the results of the auctions, 11 contracts were concluded for a total amount of UAH 21.6 million, to which an additional UAH 4.3 million in value-added tax will be added. As a result, the state budget may receive UAH 25.9 million in economic effect.
This was reported by the press service of the state enterprise "Land Bank", which is one of the key players in the implementation of a transparent land policy in Ukraine. According to their data, 2029.48 hectares of land were put up for auction in five regions - Odessa, Sumy, Kirovohrad, Kharkiv and Mykolaiv regions.
39 potential tenants took part in the auctions, which ensured high competition for lots. The initial total cost of the sublease fee was UAH 7.4 million, but during the bidding this amount increased almost threefold — to UAH 21.6 million, or 2.9 times. This indicates the effectiveness of electronic mechanisms in forming the fair market value of state assets.
On average, the cost of one hectare of land according to the auction results was UAH 10,658, which is a significant increase compared to the initial estimates. Such price dynamics demonstrate the interest of business in transparent and long-term conditions for the use of agricultural land.
The greatest interest was aroused by a land plot in the Mykolaiv region, with an area of 1,120.66 hectares. Five participants fought for the right to sublease it, as a result of which the starting cost increased by 2.8 times and reached UAH 11.2 million. In terms of price per hectare, this is UAH 10,074, which practically corresponds to the average rate for all lots.
These results once again confirm that electronic land auctions are an effective tool both for attracting investment in agriculture and for filling the state budget. Thanks to transparency and competition, the state benefits, and business - access to resources on clear terms.
