  • New export regime for grain, honey and nuts: the government of Ukraine has established special conditions

    The Cabinet of Ministers of Ukraine introduced a new export regime for certain types of agricultural products for the period of martial law. This was announced by the government representative in the Verkhovna Rada, Taras Melnychuk, after the meeting of the Cabinet of Ministers, which took place on October 29. These changes will affect operations for the export of grain, honey and walnuts, establishing special controls on the export of these goods abroad.

    The new restrictions apply to the export of wheat, mixtures of wheat and rye (meslina), rye, barley, oats, corn, sunflower seeds, rapeseed, soybeans, as well as natural honey and walnuts. Such a list of food products is strategically important for Ukraine, which justifies additional regulation of their export.

    At the same time, the government canceled the experimental project on the verification of grain exporters, which was introduced on October 31, 2023 and was supposed to operate until the end of 2024. This project, established by Resolution No. 1132, provided for preliminary inspection of exporters in order to control export flows. However, in the new conditions, the government abandoned this model, choosing another mechanism to ensure control over the export of important goods.

    According to the new procedure, the export of the specified agricultural products will take place in accordance with Article 19-2 of the Law of Ukraine "On Foreign Economic Activity", introduced into the law in May 2024. This article gives the Cabinet of Ministers the right to establish special conditions for exports under martial law, in particular, to protect the domestic market and ensure the country's food security.

    According to experts, the new rules are aimed not only at ensuring stability in the domestic market, but also at strengthening control over the export of resources that are critical for the state. Such regulation should help avoid shortages of strategic products and minimize the risks of economic instability, which is especially relevant in the conditions of a long military conflict.

    It is expected that the implemented changes will have a long-term impact on the economy, especially on the agricultural sector, which is one of the leading export sectors of Ukraine. However, the new regime of export regulation will allow to balance the country's export and domestic needs in conditions of increased turbulence in the world food markets.
