  • Zelensky signed the law on the State Agrarian Register: what will change for farmers

    The President of Ukraine, Volodymyr Zelenskyi, signed the important bill No. 11063-d, which introduces new rules for the functioning of the State Agrarian Register (DAR). This law aims to create a transparent and effective system of providing state support to farmers, in particular through digitalization of the agricultural sector.

    One of the key innovations of the law is the expansion of the range of DAR users. Now not only producers of agricultural products, but also organizations of water users and other subjects of the agro-industrial complex will be able to receive state support. This will significantly increase the availability of state subsidies for various categories of farmers.

    The new law defines the legal status of DAR as a comprehensive information system. This system will ensure the collection, accumulation, storage and processing of information, giving farmers access to administrative services through a single electronic portal. In this way, agricultural producers will be able to receive all the necessary services online, which will greatly simplify the process of interaction with the state.

    Also, the law establishes clear powers for the holder, administrator and technical administrator of the DAR, which will ensure effective management and operation of the registry. This includes not only the administration of the registry, but also the processing of the various types of data required to obtain support.

    DAR will become a mandatory tool for obtaining state aid, partial guarantees for loans for small and medium-sized businesses, as well as for insurance of agricultural products. In addition, the law provides for monitoring the targeted use of state aid, which will help to avoid misuse of resources.

    Implementation of DAR as a single electronic window for agricultural producers will simplify access to government services and support, and will also ensure integration with other information systems and cadastres. As noted by the Minister of Agrarian Policy Vitaliy Koval, this is an important step on the way to digitalization of the agricultural sector, which meets the requirements of international partners and will contribute to the development of agriculture in Ukraine.
