Scientists of the Institute of Agrarian Economics predict that in 2025, the volume of gross agricultural production in Ukraine may increase by 3.0% compared to 2024. This forecast was made by Yuriy Lupenko, Director of the National Scientific Center "Institute of Agrarian Economics", Academician of the NAAS. According to him, the positive dynamics are due to the stabilization of the functioning of the agricultural sector and the adaptation of business entities to modern challenges, in particular those that arose due to the consequences of the war.
It should be noted that despite this forecasted growth, production volumes in 2025 will still be significantly lower than the level of 2021, when the decline was 19.1%. In addition, agricultural production in 2025 will be 2.6% less than in 2023. These indicators indicate that the recovery of the agricultural sector remains problematic due to the difficulties associated with the war and its consequences.
In crop production, gross output is projected to increase by 3.4% compared to 2024. This growth will be achieved due to the expansion of oilseeds, increased corn yields, and improved agricultural technologies. However, it should be noted that adverse weather conditions may negatively affect the yield of some crops, in particular rapeseed and rye.
Some growth is also expected in livestock production. It is projected that livestock production will increase by 1.5% compared to 2024. The main growth will be observed in poultry production (+5.5%) and pigs (+4.6%). However, beef production may decrease by 12%, and wool by 29.3%.
The main challenges for agricultural producers in Ukraine remain such problems as the negative impact of climate change, low human resources, in particular technical specialists, the consequences of the war, loss of infrastructure and problems with financial support. In addition, increasing costs, especially for logistics, and restrictions on the export opportunities of agribusiness create additional difficulties for the industry.
To ensure the further development of agricultural production in Ukraine, Yuriy Lupenko proposed to take a whole range of measures, including minimizing the negative consequences of these challenges, activating the return to cultivation of lands that were mined or contaminated, increasing the sown area in regions not affected by the war, as well as stimulating the development of farms. In addition, it is important to increase the number of animals in specialized enterprises and promote cooperation between farms.
Despite the difficult conditions, 2025 may be a key year for stabilizing Ukraine's agricultural sector, and the further development of the industry will depend on stability in the country, the effectiveness of state policy, innovative technologies, and the expansion of export opportunities. According to scientists, the growth of agricultural production will allow to ensure the country's domestic needs for food.
