Rising prices for old-crop sunflowers: what's behind the processing plants' decision

Ukrainian processing plants announced an increase in prices for old-crop sunflowers to a record 20,000 hryvnias per ton. The news shocked farmers and consumers alike, and sparked a flurry of debate in agricultural circles. However, what prompted processing plants to take such a step?
