The European Business Association (EBA) has appealed to the leaders of the Verkhovna Rada of Ukraine and the government not to introduce manual regulation in the agricultural sector. This was reported by the EBA press service.

The Association believes that control measures for the agricultural sector should correspond to the real risks of specific transactions. However, according to the EBA, there is currently a mismatch between the control measures and the real situation, especially in the export of grains and oilseeds.

A particular problem is the lack of differences in control measures for large international companies with long-term experience in the Ukrainian market compared to less risky business entities. According to the EBA, this requires the establishment of clear risk assessment criteria for each transaction.

It is also worth noting that some companies have received the status of critical to the economy due to the importance of their exports. Therefore, the implementation of control measures should be aimed at supporting the effective functioning of these companies in times of special need.

In this regard, the association expresses its disagreement with two draft laws that may create corruption risks through the introduction of manual regulation of agricultural exports. It is noted that this can lead to blocking the physical export of goods and cause serious problems for Ukrainian seaports.

In addition, businesses are concerned about the possibility that tax authorities will have the power to block exports by declaring real trade transactions fictitious. This could lead to a lack of transparency and increase administrative and financial costs for businesses.

Therefore, the EBA urges the Ukrainian authorities to avoid manual regulation of the agricultural sector and to look for more efficient and automated control mechanisms that meet modern requirements and international standards.
