Ukrainian agrarians are against the draft laws that complicate the procedures for exporting agricultural products and do not take into account their reservations and suggestions. This was reported by the press service of the Ukrainian Agribusiness Club association.

The agricultural community opposes the draft laws No. 10168-2 "On Amendments to the Tax Code of Ukraine and Other Legislative Acts of Ukraine on Improving the Implementation of Foreign Economic Operations for the Export of Certain Goods" and No. 10169-2 "On Amendments to the Customs Code of Ukraine on Improving the Implementation of Foreign Economic Operations for the Export of Certain Goods".

UCAB points out that these draft laws do not take into account the reservations and suggestions of the agricultural community and contain obvious shortcomings. UCAB experts analyzed these draft laws and drew attention to a number of important provisions.

In particular, the lack of a test period for the implementation of the proposed mechanisms among agricultural exporters, as well as the procedure for controlling 20% of foreign exchange earnings, which creates uncertainty without timely information, is outrageous in the draft law No. 10168-2.

The provision on the use of the contractual value of certain agricultural products as the tax base for export operations also causes outrage, as it adds additional risks for business entities.

Regarding the draft law No. 10169-2, criticism is expressed regarding the approach to the preparation of customs declarations and control of invoice value.

UCAB calls on MPs to consider these changes carefully and not to support the draft laws, as they do not take into account the interests of the agricultural sector and may complicate export administration.
