  • EU plans to create strategic fertilizer stocks to stabilize the agricultural sector amid global crisis

    The European Union is considering the possibility of forming crisis fertilizer stocks to minimize the risks of disruption of the sowing campaign due to the rapid increase in prices. The corresponding action plan was presented by the European Commission on Tuesday, May 19, and provides for a set of measures to stabilize the agricultural sector.

    The main reason for concern in Brussels is the aggravation of the international situation, in particular the war between the US and Iran and the blockade of the Strait of Hormuz. It was through this strategic route that approximately a third of the world fertilizer market previously passed. Given the EU's high dependence on imports, a sharp increase in the price of raw materials could hit not only farmers, but also cause an increase in food prices for consumers.

    As part of anti-crisis measures, the European Commission proposes to increase funding for a special emergency reserve to support agriculture. The total expenditure for these purposes will be carried out within the framework of the EU Common Agricultural Policy (CAP), the budget of which is 387 billion euros.

    In addition, EU member states plan to allow the introduction of direct short-term payments for farmers. This financial support should encourage farmers to switch to alternative types of fertilizers and reduce dependence on imported products.

    Among the proposed alternatives, special attention is paid to biofertilizers, in particular processed cow manure, which can partially replace mineral fertilizers. The use of digestate, a by-product of biogas production, is also being considered. Currently, its use is limited by environmental standards on nitrogen emissions, but in crisis conditions these rules may be revised, despite the objections of environmental organizations.

    In addition to stimulating alternative solutions, the European Commission plans to create and replenish strategic reserves of mineral fertilizers. This is expected to be carried out through a mechanism of joint centralized purchases, which should increase market stability and reduce the risks of shortages in the future.
