The state budget of Ukraine for 2026 provides for the first time separate financing of the agricultural insurance support program. UAH 60 million has been allocated for these purposes, which should stimulate agricultural producers to use insurance instruments more actively and reduce their risks, in particular in war conditions.

To launch this program, the government adopted a resolution “On Amendments to the Procedure for Providing State Support for Insurance of Agricultural Products”. This was reported by the press service of the Ministry of Economy, Environment and Agriculture of Ukraine. The document defines updated rules for providing state support and mechanisms for compensating farmers for insurance costs.

According to the resolution, state aid applies to insurance of agricultural products, including in front-line territories. One of the key requirements is the mandatory registration of agricultural producers in the State Agrarian Register, which will ensure transparency and targeting of support.

In addition, agricultural producers are subject to verification for absence on sanction and terrorist lists. A ban on any connections with residents of Russia, Belarus and other jurisdictions classified as risky is also established. These restrictions are aimed at minimizing threats to national security and preventing abuse.

The resolution provides for a mechanism for compensating for part of the paid insurance premiums. To insure agricultural products, the farmer must contact insurance companies that have received the right to carry out relevant operations in agreement with the National Bank of Ukraine. Currently, this list includes JSC “Insurance Company “INGO”” and PJSC “Insurance Company “Universalna”, with further expansion expected.

Insurance contracts will be concluded exclusively within the approved list of standardized insurance products. This includes, in particular, insurance of areas sown with winter grain crops — wheat, rye and barley — for the overwintering period, as well as insurance of these crops for the entire growing cycle.

Separately, insurance of the future harvest of grain crops, in particular winter and spring wheat, rye, barley and oats, for the spring-summer growing period is provided. The government expects that the introduction of state support for agricultural insurance will increase the financial stability of the agricultural sector and help farmers better protect themselves from weather and military risks.
