  • Budget-2026: the state increases financing of the agricultural sector to 14.1 billion UAH

    In the State Budget of Ukraine for 2026, the government has provided for a significant increase in financial support for the agro-industrial complex. The total amount of funds allocated for the development and restoration of the industry will amount to 14.1 billion UAH, which is 4.5 billion UAH more than in 2025. This was reported by the Ministry of Finance.

    The department emphasizes that the agro-industrial complex remains one of the key sectors of the Ukrainian economy and plays a strategic role in ensuring the country's food security. That is why in the budget-2026 the government has laid down an expanded package of instruments to support farmers, taking into account military risks and the needs of restoring production.

    The largest part of the funding — 9.5 billion UAH — will be directed directly to supporting agricultural producers. This program provides subsidies per 1 hectare for farms operating in frontline areas, development of an agricultural insurance system, and restoration of irrigation infrastructure. Separately, UAH 0.2 billion has been allocated in the budget for land reclamation.

    The state plans to allocate UAH 2.6 billion to farms. These funds will be used for preferential lending, subsidies per 1 hectare of land, and support for livestock farming, in particular, keeping cows, goats, and sheep. The Ministry of Finance notes that such assistance should increase the resilience of small and medium-sized farms and help expand their production potential.

    A separate priority in the 2026 budget is humanitarian demining of agricultural lands. The state has allocated UAH 2 billion for these needs. Clearing fields of explosives is considered a basic condition for the restoration of agricultural production, conducting sowing campaigns, and returning farmers to full-fledged work.

    In addition, the state budget includes funding for grant programs for the development of horticulture, berry growing, viticulture, and greenhouse farming. It also provides for compensation for interest rates on loans within the framework of the program "Affordable Loans 5–7–9%", which should facilitate farmers' access to financial resources for the modernization of production and the launch of new investment projects.

    Deputy Minister of Finance Oleksandr Kava noted that the 2026 budget contains tools that allow agricultural producers to gradually resume their activities. According to him, this includes supporting farming, crop insurance, demining, and infrastructure renovation, which does not solve problems at once, but makes the sector more resilient in difficult conditions.

    He also emphasized that the war created an environment of increased risks for farmers that cannot be eliminated in one budget year. Mined lands, damaged irrigation systems, and financial losses remain serious challenges, so the state's task is to systematically and gradually reduce these barriers and support the agricultural sector on a long-term basis.
