In Ukraine, 171 enterprises and communities from 14 regions have already used the simplified procedure for changing the purpose of agricultural land plots for industrial and energy purposes. This allows for faster construction of new enterprises and power plants.

The results of the implementation of the law were reported at the Kyiv International Economic Forum by the Deputy Chairman of the Verkhovna Rada Committee on Economic Development Dmytro Kysylevsky, the author of the initiative to reduce the period for changing the purpose of land from 1–3 years to 1.5 months.

According to him, the decisions to change the purpose concern various types of objects: 75 plots for production and warehousing, 42 plots for energy production from renewable sources, 26 plots for industrial production and industrial parks, and another 28 plots for other objects.

The largest number of positive decisions were made in Kyiv, Zakarpattia, Rivne, Zhytomyr and Kirovohrad regions. At the same time, no decisions have yet been made in Sumy, Donetsk, Zaporizhia, Ivano-Frankivsk, Luhansk, Odesa, Kharkiv, Kherson, Khmelnytskyi and Cherkasy regions.

In total, 1,050 hectares of land were rezoned using a simplified procedure. Of these, 434 hectares were rezoned for renewable energy, 385 hectares were rezoned for production and warehousing, 121 hectares were rezoned for industrial facilities and industrial parks, and 110 hectares were rezoned for other needs.

Kysylevskyi emphasized that previously, purchasing land and changing its purpose was one of the most lengthy and corruption-prone stages of investing in industry and energy. Now the procedure takes 1.5–2 months, which saves time and money for launching new production, and investors feel better support from the state, even in times of war.

The simplified procedure is applied to agricultural lands outside settlements where there is no urban planning documentation, for the placement of industrial and energy facilities. These include industrial buildings and warehouses, pipelines and power lines (except for main oil and gas pipelines), complex industrial facilities, buildings for agriculture, forestry and fisheries.

The basis for changing the intended purpose is a motivated conclusion of the urban planning and architecture body of the local council, which simultaneously performs the function of urban planning conditions and restrictions for the design of the facility. Law 3563-IX (No. 9627), which introduces the simplified procedure, entered into force on May 28, 2024.
