Ukraine has begun accepting applications for a budget subsidy for farmers cultivating agricultural land in territories located in or near a combat zone. The program provides financial assistance for each hectare of sown crops and perennial plantings.

Applications are accepted through the State Agrarian Register from September 10 to 25, 2025. Each agricultural producer who meets the criteria can apply online and receive support from the state budget for the cultivated hectares.

According to the Ministry of Economy, this initiative is aimed at supporting agricultural producers in front-line areas where combat operations are or have been conducted, as well as in communities that have access to state electronic information resources. The main goal is to ensure the stability of food production and support economic activity in difficult war conditions.

The right to receive assistance is granted to legal entities and individual entrepreneurs who:

carry out economic activities in settlements with active or past hostilities, temporarily occupied territories;
do not have tax arrears;
are not in a state of bankruptcy or liquidation;
do not have a criminal record and have not been held criminally liable;
are not included in the sanctions lists and the Unified State Register of Persons Involved in Corruption Offenses;
do not conduct economic activities in the territory of the Russian Federation, Belarus or temporarily occupied regions.

Financial assistance will be provided based on each hectare of cultivated land sown with crops for the 2025 harvest, as well as per hectare of perennial plantations. This will allow farmers to compensate for part of the costs of sowing and supporting the farm in wartime conditions.

According to representatives of the Ministry of Economy, the hectare subsidy is an important tool of state support, which allows to preserve the production potential of the agricultural sector in difficult conditions and ensure the country's food security. The implementation of the program will contribute to the stability of agricultural producers' incomes and support economic activity in frontline communities.
