In 2025, the state support program "Affordable Loans 5-7-9%" remains a key financial instrument for the Ukrainian agricultural sector. According to the Ministry of Agrarian Policy, in the first half of the year alone, 4,592 agricultural enterprises received financing worth almost 29.2 billion hryvnias.

Since the beginning of the year, only those agricultural producers who have registered in the State Agrarian Register (DAR) have had access to loans at a preferential rate. This approach has allowed the state to introduce more effective control over the use of budget funds and make the process of providing financial assistance more transparent.

The leader in terms of the amount of funds received was the Kyiv region, where 404 agricultural enterprises attracted a total of 2.7 billion hryvnias. In second place is the Odesa region (391 enterprises, 2.5 billion hryvnias). The top three also included Chernihiv region, where 2.4 billion hryvnias of credit resources were issued.

The volumes of lending in Kirovohrad and Vinnytsia regions also remain significant - 2.2 billion hryvnias each. 1.9 billion hryvnias were provided in Kharkiv region, and 1.6 billion hryvnias in Lviv region. This indicates a wide geography of the program and a high level of trust of agrarian business in state financial support.

In general, in 2025, agricultural enterprises used various state financing mechanisms for the amount of over 65.7 billion hryvnias. For comparison, for the entire year 2024, 104.5 billion hryvnias were attracted, of which 46.9 billion fell on the "5-7-9%" program. This indicates a consistently high demand for affordable lending in the agricultural sector, despite the challenges of wartime.

The program "Affordable Loans 5-7-9%" was introduced to stimulate entrepreneurship and support small and medium-sized businesses, particularly in the agricultural sector. In the current environment, it has become one of the most important tools for supporting producers, ensuring the country's food security and contributing to economic recovery.
