Since the beginning of 2025, Ukrainian farmers have been actively using the state program “Affordable Loans 5-7-9%”, attracting almost UAH 26.8 billion. This was reported by the Ministry of Agrarian Policy and Food of Ukraine. 4,273 agricultural enterprises received financing, and the largest volumes of loans were issued in Kyiv, Chernihiv, Odesa, Kirovohrad, Vinnytsia, Kharkiv and Dnipropetrovsk regions.
An important condition for obtaining or extending a loan from January 1, 2025 is mandatory registration in the State Agrarian Register (DAR). This innovation is aimed at ensuring transparency of the process, effective accounting of borrowers and targeted use of funds.
The leader among the regions was Kyiv region, where 379 enterprises received UAH 2.5 billion. It is followed by Chernihiv region with UAH 2.3 billion for 254 farms and Odesa with a similar amount for 360 farms. Next on the list are Kirovohrad region (UAH 2 billion), Vinnytsia region (UAH 2 billion), Kharkiv region (UAH 1.8 billion) and Dnipropetrovsk region (UAH 1.35 billion).
In general, under various financial support programs, including "5-7-9%", since the beginning of 2025, 9,282 agricultural enterprises have already attracted more than UAH 60 billion in loans. This indicates the high activity of the agricultural sector in providing resources for the sowing campaign, technical modernization and production support in wartime conditions.
For comparison, throughout 2024, 13,088 agricultural producers took advantage of bank loans worth UAH 104.5 billion, of which UAH 46.9 billion was issued to 8,750 farms precisely within the framework of the “Affordable Loans 5-7-9%” program.
The growth in lending activity in the agricultural sector indicates not only trust in state support programs, but also a stable need for financing against the backdrop of a difficult economic situation and challenges associated with the war.
