In 2024, under the state program “Affordable loans 5-7-9”, Ukrainian farmers received about 47 billion hryvnias in loans. Thanks to this, 8,750 agricultural farms were able to develop their activities on favorable financing terms.
Key indicators of the program
Minister of Agrarian Policy Vitaly Koval emphasized that the program provides an opportunity for micro and small businesses to receive loans of up to 90 million hryvnias. It is aimed at supporting farmers, who are key participants in the country's economic recovery.
The largest amount of funding was received by farms in the Kyiv region — 5.7 billion hryvnias, which were distributed among 835 enterprises. Significant support was also directed to Vinnytsia (4.1 billion hryvnias), Odessa (4 billion hryvnias), Kirovohrad (3.7 billion hryvnias) and Kharkiv (3.3 billion hryvnias) regions.
Geography of lending
In addition to the leaders in terms of financing volumes, farmers in the Dnipropetrovsk, Lviv and Volyn regions received significant support. For example, Lviv region received 2.7 billion hryvnias for 626 farms, which indicates the active participation of local agribusiness in the program.
Expanding opportunities in 2025
The “Affordable Loans 5-7-9” program has been extended in 2025. This allows agricultural enterprises not only to maintain access to preferential financing, but also to plan long-term investments in the development of their farms. Minister Koval emphasized that support for the agricultural sector is a key condition for the stability of Ukraine's food security.
Total lending volumes
According to the results of 2024, 13,088 agricultural farms received loans totaling almost 104.5 billion hryvnias. The leader in terms of financing was Kyiv region, where farmers were allocated 21.7 billion hryvnias for 1,251 enterprises.
